In his Report dated the 24th February 1941 on the Future Control and Development of the Port of Hong Kong Sir David Owen recommended the establishment of a "Hong Kong Harbour Trust" (paragraph 83 of Owen Report copy below). the war a Port Administration Enquiry Committee was set up by the Governor ɗ Hong Kong to consider inter alia this recommendation of Sir David Owen in the light of post-war conditions.
